NTA has completed the prequalification (PQ) stage for the Gush Dan metro's Infra 1 tenders: 19 groups, made up of 31 Israeli and international companies, have been cleared to move on to the execution tenders. The works are valued at about ₪65 billion – the largest work package in the project.

Infra 1 covers boring some 75 km of twin tunnels, building 59 underground stations and the structures linking street level to the stations. The works span the central section of Line M1, all of Line M2 and more than half of Line M3.

The qualifying groups include companies from India, the United States, Greece, China, South Korea and France, alongside Israeli firms such as Electra, Danya Cebus, Minrav, Oron, Tidhar, Shapir, Ashtrom, Kal Binyan, Rimon, Elyakim Ben Ari and Solel Boneh. According to reports, NTA is considering capping how much work any single group can win, as part of the project's risk management.

Transport Minister Miri Regev called the international interest "a mark of honor for the Israeli economy." NTA board chair Yodfat Afek-Arzi noted that some of the groups have never worked in Israel before, and said the competition will let NTA choose the best partners.

The prequalification opened about a year ago, during which NTA, the Transport and Finance ministries and the Metro Authority met with dozens of international companies. In parallel, prequalification is under way for the Infra 2 tenders – trains and systems worth about ₪30 billion – and NTA plans to expand preliminary works across Gush Dan from 2027.
